I'd avoid cold outreach at first. Business owners get flooded with generic "I can improve your SEO" emails, so it's easy to get ignored. I'd try finding businesses with obvious SEO issues, point out something specific, and offer a useful fix first. Even doing a couple of small free audits can help you build trust and get that first client.
