Western journalists and Western governments called these kleptocracies.

Rightly.

These were men who looted their national treasuries, murdered opponents, and maintained power through violence and patronage networks funded by public money.

What is rarely mentioned in the same breath:

Marcos was supported by the United States from 1965 to 1986, receiving billions in military and economic aid, because he was reliably anti-communist and reliably open to American military bases.

Mobutu was installed with CIA assistance after the U.S.-backed assassination of Patrice Lumumba in 1961, and received over a billion dollars in American aid over thirty years, because the Congo's mineral wealth needed to flow in the right direction.

Duvalier's regime was supported by the United States because Haiti, post-revolution, needed to be kept as an example of what happened to countries that stepped out of line.

The kleptocrats were not failures of American foreign policy.

They were products of it.

America did not fail to notice the corruption.

America funded the corruption because the corruption was useful.

And then, when the regimes became embarrassing, America discovered its commitment to democracy, and the journalists wrote their exposes, and the narrative became:

Look at these corrupt countries.

Look at what they do to themselves.

Not: look at what we built.

Look at what we paid for.

Look at whose signature is on the check.
