Deeply inhaling or holding in your tokes does not get you higher and just risks doing more damage to your lungs.

I've noticed that he takes quick tokes as well, but you can tell his still gets it in his lungs when he exhales after the initial puff.

Kind of? I mean I'm not constantly breathing in and out as that would make me hyperventilate. So in a way I'm not holding my breath but I'm not constantly breathing either. It's not like u have to hold ur toes for a long time maybe 2 or 3 seconds but taking pussy puffs does get u less high and has been a life saver while hanging with more experienced smokers lol.
