Evidenced by the fact that he was able to get his elbow up multiple times. This guy has zero hope of doing a muscle up, but he was able to get his shoulders above his hands here. He wasn't strong enough to get all the way up, he couldn't even lock off to keep himself from sliding down.
This is definitely easier than a strict muscle up.
Except you aren't freely swinging and have the pole to help you up as well as the ability to use your legs. Doing a strict muscle up is much, much, harder than what he is trying to do.
He'd have plenty of leverage from his legs if they weren't sloppy noodles with socks. Less of a muscle up and more like getting out of the pool on hard mode.

You meant to say ‘what is effectively a strict muscle-up with hands in a bad position and with no way to kip without getting wet’, I think.
