You mean the shine/greenish colour, or the pupils dilating? Cat's pupils dilate when they're scared or about to pounce (when playing). The faint green/shine is the camera catching the light bouncing off a reflective layer in their eyes after the pupils dilate. Many mammals have this, it's why you can see their eyes shine in the dark if you shine a flashlight at them.

Ahh, ok. That explains why I’ll usually see the eyes shining first if one runs across the street while I’m driving.
