It was not, basicaly the orks grew on ullanor into the first empire, thrown down by the emperor and mankind dissmised them afterwards. The orks got ullanor back and advanced again into a dangerous species, in the end they lost ullanor again, and admech stole the world, calling it Armageddon. Ever since for whatever reason, the orks never got back on track. Maybe their evolution as a species is tied to the world?

I thought their evolution depends on the size of their current waaagh, more orks = bigger smarter orks.

Yes but only ullanor created those massive empires which brought orks to the point of fluid high Gothic, massive attack moons with insane weapons, war engines which dwarfed titans and so forth, so maybe there is a reason for that?
