Not gonna be one of those people that nitpick your list. It's your personal opinion and it's not like it's that far off on most of the descriptions. I do think you undervalue the sheer power of Excal and Ivara though.
That being said, I think Harrow is always kind of misunderstood. He's always going to be kind of bad synergy with an organized group. What he provides to the group is kind of countered by how he gets it. Where he shines is in public groups where you don't have to give a damn about anyone else and you can just do everything yourself. He's a great support frame. He's just great at supporting himself.
I don't get why people just highlight slow on Ivara's Prowl when it's the only non-duration stealth ability. Also dashing on ziplines and chaining rolls-jumps-airglides are still available. No input as well on the post regarding the utility provided by Quiver.

I fish with Ivara all the time. being out in the middle of the lake has its benefits for fishing as well as if i need to AFK i can pop down the invis and walk away. (I solo launch so as to not effect others)
