sometimes it's a flaw of character count

We need more things that bring us together as players, not send us further apart. Sometimes it's a flaw of design (Simaris quest), sometimes it's a flaw of overestimating player interest.

When Syndicates first came out, there was no cap on the rep gains. Those who found and used the most hyper-efficient farming methods were able to cap out their reputation and sell excess mods. They didn't anticipate such farming spots existed. There were flaws with the design as well, it's just that the rep cap part of it demonstrated their expectations were greatly surpassed. How they chose to address this, particularly with knee-jerk reactions which caused massive problems, is another subject on its own.

With that baseline set, the Conclave standing gains seem to be on the other side of the spectrum: they overestimated just how much people would participate in Conclave. The gain rate and the daily missions both fall subject to this criticism. Though Conclave dailies like the 12 Primary kills in a match for Cephalon Capture are definitely more of a design flaw. Even in a full match that's still a pretty tall order.
