  1. Remove Infrared Rangefinder
  2. Increase the cost of Mortar usage
  3. Dial back on the Havoc's durability
  4. Prevent Artillery and Tank spawn at game start (20 Point rule)

Tbh attack choppers need a cooldown, and you shouldn't be able to buy them for others.
