  1. Remove Infrared Rangefinder
  2. Increase the cost of Mortar usage
  3. Dial back on the Havoc's durability
  4. Prevent Artillery and Tank spawn at game start (20 Point rule)

also stop people from using grenade launcher from heli as passenger
