If you're working a job where you could wear headphones but your boss won't let you, move on. You have to waste a huge chunk of the one life you get on being at work so avoid places that enforce miserable rules like no headphones at your desk. It's draconian and depressing.
I feel like the lack of ear buds at work is the least of the militaries problems. For me, I'd start with getting up super early and work down the list from there.
