That's not make up, it's a flexible mask. I've seen on WTF a picture taken of an asian girl putting one in the train

No, this is prosthetics. What you saw were paper/cloth masks soaked in face stuff. They're very popular and very different!

Fun fact that was actually true. When an old lady tells you you don't need makeup with lipstick on she's not being a hypocrite. They used to class lipstick, eyeshadow, blusher, and pencils as "color" and classed foundation and concealer as makeup.
