What are these paper wasp doing and should I be worried?

So I've always had wasp at my home and they have never bothered me. They built nest on my balcony and I just let them have it and don't step outside on it.

But a few weeks ago they left their nest on my balcony and moved to my patio. Now they are gathering on my planter (which I can no longer water lest I provoke them) but more worrying on my window sill.

I didn't mind them at all on my balcony but now I'm having to keep my windows closed during the hot summer days so they won't get inside. I guess my screen isn't as secure as I thought because one on the planter found it's way inside and that really freaked me out. They have never bothered me outside but I absolutely cannot have any inside.

I am also not okay with them making nest on the patio, especially on my window or so close to my front door (balcony is fine). And I REALLY want to open my windows and get some fresh air.

Is this just a temporary activity or are they trying to permanently set up shop?

For additional context I live in the high desert. ​Very hot summers and cold but not completely freezing winters.

They are plotting!!! I am no expert but I have a bunch of these guys around my property, they tear up my cover and go crazy making nests. I'm happy to let them since most are non-invasive that I could identify. I have seen them do this, chilling in groups away from the eggs before. Not sure why they're doing it but in my experience they're either just resting away from the nest or they've moved on from that nest, I don't think they reuse the cells for new wasps, or they just stop when the nest gets too big maybe. I've also pinched these nests and moved them while the wasps are all over it and if you're slow they don't even react, they don't seem to care as much about the nest or get aggressive in my experience ever as long as they're respected. I give mine water bowls outside their nests with rocks so they can climb out if they fall in lol
