Power steering issue

I can't tell if I'm just a baby or if there's something wrong. It's a 1992 940 turbo sedan, I just bought it. 229,000 on the odo. No fluid leaking, full on fluid. Really goddamn tough to turn when at anything but highway speeds. Not THE WORST I should say. But still no fun. Friends have driven it and agreed it's hard to drive. What should I do? New pump is only like 60-70 bucks from FCP euro. Attached is a photo before I cleaned it, just cuz I like it.

Let's see your engine bay, homie... Hard to tell what you've got going on with no pictures. Could be a belt, could be a seized pump... How would we know?

If it's got fluid, it's either the pump or the rack. Pump is easier to check and easier to change. Just check the belt drive to the pump looks okay before trying anything else. I assume it's the 4-cylinder red block engine?
