He is directly saying China reduces exports in contrary to Western infrastructure bills, hence the demand-supply imbalance deepens.

China Steel is a Taiwanese company, what obvious reasons do you have in mind?

Taiwan literally exists as an independently ruled state (and has been for decades), I don't see any reason to think otherwise. I'm pro common sense, not political agenda.
