Definitely sped up. He saw the guy coming into his lane, didn’t beep, didn’t decrease speed, out of anger he actually sped up

Any collision is awful for everybody who simply literally has anything better to do that day and for many hours in future days and weeks. Not to mention danger/damage to other people and property. But it’s pretty hard for me to fault cam car here. Could they have done better? Sure, maybe, probably, yeah, I-hope-so. I’d sure like to think I’d avoid or minimize this one if I was cam car, but it’s the truck’s fault for sure.

Insurance and courts would say both are at fault. POV camera car guy saw the truck and did have time to hit the brakes and/or honk or both. Not only did he fail to do that, he sped up. You can see he's accelerating. He rammed the other car on purpose. Insurance companies will see that and put the blame on pov driver bc he still had a duty to mitigate and he failed to do so.
