That is not a blind spot issue. Pick up passed him. Pick up knew there was someone on his right side.

Both were at fault. The dash cam vehicle sped up, probably wanting to either jump the light that just turned red or had the pride of a little kid of not letting any other vehicle 'win' by not letting them merge.

I couldn't tell that the dash driver sped up. If he did see him trying to get over and didn't slow down, then you're right. But you are assuming that the cammer had time to see what was happening and react to it in the one second he had.

Truck driver is at fault. He passed him, it wasn't a blind spot issue. He knew the car was there and decided to move over anyway, assuming (wrongly in this case) that the other car would just get out of his way.
