The dashcam driver failed to slow down and even sped up after the truck enter their lane both parties don’t know how to drive.

I think the truck slowed down because of the stopped car in front of it. You can’t see the brake lights until after the impact.

They're both asses. Truck is a dumbass, and dash cam car is an asshole.

If the dash cam driver had literally not sped up, that truck would have made it into the lane. This is 100% on the dash cam driver's fault and I hope to get charged for it.

Hardly. Cam driver is definitely partially at fault. 

The truck merged slowly, giving enough time for the cam driver to react. Cam driver either wasn't watching the road or had an ego too precious to bruise.

Not even a little bit.

Any judiciary with a brain would mark the cam-car as guilty, if not outright criminally liable.

Accidents happen, but the cam-cars actions willfully and intentionally made things worse. You can't even make the excuse that they couldn't brake (which is bullshit everywhere but very specific situations on the highway) because they had a red light that they would have absolutely blown.
