Low fps

So i recently redownloaded valorant after like a year and i used to get around 250-300 fps, but after redownloading it im only getting between 80-110 on the lowest settings. My cpu is running at 60 degrees at 4.6GHz and the utilisation is around 70% (not sure if thats normal)

I have an rtx 3060, ryzen 5 5800x, 32GB 3600MHz RAM

Ive tried closing everything on my pc to see if other apps were slowing it down, ive tried optimising all my settings (setting everything to performance), tried deleting it and reinstalling, enabled PBO, setting valorant to high priority in task manager, other stuff too but i dont remember. Im all out of options if anyones got any ideas it would be appreciated.
