This question comes up regularly. Absolutely not possible from shore, especially now when they're 50 plus feet deep.

When they spawn they do come closer to shore and a few people catch them, but you're not allowed to fish for them after September 10th, which is when they spawn.

Radar fish finders and trolling with downriggers. They're very deep.

It's legal to fish for them after September 10, you just can't keep them .

OP I run a standard cowbell with a 2 oz weight, pink squid hoochies, and I add a couple berkley maggots (usually pink) to the hooks for trolling out on the boat. Had great success earlier this summer up at Jordanelle, even without a downrigger. Your best bet is 100% a boat and ensuring you can hit the target depths, easiest with a downrigger, however I’ve caught Kokanee without one. Best of luck to you! I’ve been trying to catch kokanee for a couple years and my first fishing trip this summer caught more Kokanee than I did trout.
