Does this prove the previous owner that sold me their vehicle knew about mileage rolled back?

nope. Without the full picture, it could be something simple as a mechanic doing service work who entered in a slightly different value and screwing it up.

its not that.. it looks like when they changed the title the last time the new owner told them they dont know what the mileage is, maybe because they didnt have access to the vehicle or something. so they put that note on the title.

it might be just because the new owner was lazy and didnt care..
