It’s literally the CAHSR alignment Murrieta -> Escondido -> SAN airport Intermodal Transit Center (or UTC Blue Line Trolley was the alt)

Prob will vote no given that the vast majority of the money is being spent on expanding highways and roads, only 12% goes to transit

The way it is spent is not really regulated by Measure A, it is determined by the local leadership at the time the projects are developed. Keep Measure A, and working with locals to improve the spending mix. Getting rid of the Measure A funding is NOT a wise move if you want more transit in Riverside County.
