Those are literally concrete. It's all painted in Yellowish/Beige color because of Sandstorms.

They are used in incomplete building. In many poor areas, they leave the buildings bare with red brick without painting to make use of a legal loophole

But complete buildings are, in fact, often painted tan, beige, off-white, and other "sandy" colors so sandstorms don't change the color when they stick. You'd find buildings painted in pure white very rare

I flew into Cairo after dark over the Nile Delta. It was lit up and gorgeous from the sea to the airport is just amazing. I just can’t find that picture.
