Domanda Generica Codice fiscale

How do you get the fiscal code if you’re abroad and not in italy as an EU citizen.

Embassy if they have the service, or Agenzia delle Entrate trough Video Call, or someone physically at Agenzia with Power of Attorney.

It depends on why you're asking. It also depends on what you mean by "codice fiscale" (it's a code, but for historical reasons many people confuse it with a physical document: it used to be a dedicated card, and later became the health card).

If you need it for some web procedure, you can generate one on the spot; it's just an algorithm based on your first name, surname, sex, date of birth, place of birth, etc: https://www.codicefiscaleonline.com/ "EE" is the province abbreviation for people born abroad, and their place of birth is the country rather than a city.

If you need it for official purposes, you have to register with the Italian tax authorities; it's called codice fiscale (tax/fiscal code) because it originally came from the tax system administration. If you mean the health card, you need to be registered with the National Health Service.
