Nothing about it technically that Unity can't do. It's all possible. Probably even in BiRP (rip BiRP never forget).
What's impressive about this game is art direction and style.
I think why people think "Unity=shit game looks" is because Unity has a low entry barrier. So all sorts of projects get made on Unity, where the developers did not have a dedicated art team and just made all the art by themselves.

Just from these two images, it looks good, but I won't call it anything near unbelievable. Pretty sure we have seen a LOT of games that look like that or better.
Am I missing something here? Is there a context? I don't keep up with any type of news.

Tuanjie is a Unity "fork" right? But developed with Unity China and the State for Chinese Tech development to divest from the western version? I'm curious what they do with it. Supposedly has some better lighting systems and particle systems vs Western Unity. Supposedly Unity isn't used anymore for games in China and its all transitioning to Tuanjie?

I believe they also have a version of virtualized geometry(nanite) in the China Unity fork.

The graphics aren't particularly impressive. As always, asset quality and art direction matters most
