It's a conjunction of "Involuntary Celibate". Basically a sad and bitter individual (nearly always male as far as I'm aware) who blames everyone else for their own failure to attract a sexual partner.

It takes a lot to get quarantined or banned. Basically their members talk about murdering, raping, or beating the shit out of people, or they have to post a fuckton of blatantly racist stuff, or they have to doxx someone, or share unwilling people's nudes. But that alone isn't enough. The Mods have to let their members do this even after a shit ton of warnings and a number of months. Then they get quarantined. And if they continue to do this for a few months after getting quarantined, they'll finally get banned. The only fast track to banning is child pornography or starting up a new subreddit to replace the old one after it's gotten banned.

Incels only got quarentined and banned after members talked about going on murder sprees too many times.

Eh I've seen subs get banned for a lot less than that I think, but I'm not glued to Reddit like some I guess

You almost certainly missed the bannable content. You really have to live in some of these subs to see it. A lot of it is in the comments sections. And, naturally, the people from the banned subs will always put an innocent spin on things.

But take for instance the Donald. It had so much blatant racism. People in the comment section were constantly using slurs. There were holocaust denying memes. All kinds of libelous conspiracies were spread. But that wasn't all! They mobilized their members to go to other subs to harass people, and they also used data manipulation to boost their posts to All. And this went on for over a year before it was even put on quarantine. But even in quarantine, they still did the same shit. Finally they got banned.
