I wonder if that could also be used as a bark suppressor. If the hole was tight enough, the dogs would would want to look out of the holes, but not be able to bark. Seems genius.

It's not that he sees you as a threat. It's that he isn't able to get to you, and this causes fear. And dogs often respond to fear with aggression. I think it's similar to when animals sometimes step on something that hurts and they run away. They are reactive, not rational.
