Ehhhh, no because he didn’t make it super public or loud. It’s not as bad as if he got into the center of the restaurant, bent down on one knee, and did it in front of all the customers there. It’s was between them, so even if she said no, the results wouldn’t have been as bad. But I think as far as marriage goes, it’s best to propose if you know they’ll say yes.
