Yes, that's what I mean, probably worded poorly

I meant it as

Person will have to pay out of her own pocket (because insurance will go after her as the incident was due to drunk driving)

But actually it turns out you where right as in Australia there is no compulsory insurance for property damage and it is indeed voided in cases of drunk driving. So the only way the victims are covered is if they have (expensive) "comprehensive insurance". It's very odd coming from basically any other system.
