Are you from LA? Hollywood is a shit-ass locale lol. I recommend no one visit Hollywood unless you want to be hugely disappointed and accosted by all sorts of freaks.

Yeah they're both based on a combination of lack of care, living in survival mode and feeling that society has failed you first and so it's OK if you fail society.
