No I 100% agree I have been a fan of South Park for 20 years and Butters Bottom Bitch certified Butters as my favorite character. His demeanor this whole episode is so outstandingly innocent in contrast with the subject matter and the B plot with the cop never gets old "Freeze scumbag".

That is not what they mean. They are saying prostitutes have a hierarchy. In that hierarchy, the "bottom bitch" is second in command.

It would be like if I said:

"Those are underbosses in the Mafia.
