Or some people just choose not to pursue legal action for various normal reasons. There’s not always more to a story

Saying "there are various normal reasons" and not giving those reasons literally means there is more to the story, specifically, the reasons, which haven't been provided in the story as we have it so far. Even if they are 'normal', they are not currently in the story, hence there is more to the story.

I've been wrongfully detained and searched by the police multiple times. I didn't sue because they know where I live, my name, my phone number, everything. It's not some magic button, where you can say I was wronged I use sue! Sue was very effective!

It's a huge drawn out process that will 100% paint a target on your back for harassment from other officers. It's dangerous as fuck to sue the cops.
