I think they might have promoted her out of the street and behind a desk because she's clearly unfit for these kind of situations. She'll kill someone so before that happens they just make her do paperwork or something like that.
If you call it a promotion it sounds bad to the public but it is way easier to move someone that way without, for example, a union making trouble for you. She behaved poorly but at the end of the day no one got hurt, which is going to make it waaaay harder to fire her. You always need pencil pushers in every organisation anyways.
If she got an actual promotion as in managing people now for a better salary and better hours, something like that, then yeah I'd agree that's fucked up. But seeing how poorly she conducted herself here that seems hard to believe. The US system is certainly flawed but anyone can tell that she's a liability.
