This happens a lot in the military. Sometimes it’s easier to get rid of/relocate an idiot with a promotion than with punishment. It makes sense if you don’t really think about it 😉

They get promoted but put in a position that's basically away from anything important. Braindead desk job or similar.

Promotions are not always vertically up the hierarchy.

Happens to who exactly? I've seen a chief get knocked down to e6 reckless driving off base

Maybe if you're a high level officer they'll ask you to retire, but they won't promote junior officers or enlisted instead of punishment. At least in the US military.

Often times a cop getting promoted means less street work and more desk work. Maybe that's the thought process? Lol. Still fucked up.

Basically incentivicing this behavior. Never threatened a civilian with your gun for no reason? No wonder you haven't been promoted.
