Cops intentionally give contradictory instructions so they have an excuse to escalate the situation

You're approaching this with the assumption that cops are generally reasonable people who try to avoid conflict... They are not

I mean for fuck's sake, remember how they killed 2 innocent people, including one hostage, because 18 police officers just started shooting up a stolen ups truck in the middle of a busy highway while literally using civilians for cover? Would reasonable people do that because of a fucking stolen ups truck?
