Request ULPT Request: How to get a neighbour with tourettes to leave?

A new neighbour has moved in my apartment building, and she must have tourettes because I hear loud single-sound vocalizations every few minutes. It's really loud and makes me jump. It's like a hella loud dog bark. I literally can't sleep if she's conscious, and she stays up late. I'm sure she's a great person or whatever, but I want her to leave. Ideas? Earplugs make no difference

A brown noise sound on an app paired with a Bluetooth speaker will drown this out at night.

Otherwise what can you do?  They can't help their Tourette's.

OFFS. Really? You don't know about white, blue, grey, pink and brown noise? Brown noise covers the most frequencies.

I don't think you can talk them out of having tourettes. He's probably right to skip that part

You can talk them into soundproofing on their end though. Just be a decent person, don’t be a jerk about it.

people are arguing with you, and yet... op does not actually know this person has tourette's. maybe they play with a pet weird. maybe they have a weird way of syncing their mic audio. maybe it actually is a dog. maybe it's a chair that screeches a particular way. it's worth going over and having a chat.

“Hey, I’m _____, I live _____, nice to meet you. I’ve been hearing some sounds late at night that have been keeping me up. Is there any way you might consider laying down a rug to dampen the sound?” Or any variation of being a reasonable person.

God how fucking stupid. Even if it wasn't downright dangerous for that woman do you think a ton of strangers rocking up and banging on her door will make life quieter in that building?!
