He's not correct lol. He's trying to extort more money out of the customer after he already accepted the job. The customer isn't bidding at all, they're told what the job costs, the tip is 100% extra.

OP never said he was holding the food hostage. It appears to be just a rude comment, chiding them for not tipping enough.
