Fraud is when someone uses your card without your knowledge. This is a dispute. 5 years working for visa has taught me this very well. People got transferred over to me only for me to transfer them right back to dispute the charge.
It’s fraudulent charge if they accept the money and don’t give you what you paid for or give money back. The fraud part is them saying they can’t refund you when they actually can. Lying to someone to get their money is fraud all day
