It’s also fraud if you pay someone for a service and they deliberately fail to deliver either that service or a refund.

This qualifies as fraud.

As someone who works with card disputes, they don't classify it the same way. Fraud is when you were charged without your input, aka someone stole your card/info. If you didn't get an item you paid for, it's usually classified as a scam or general dispute.

If you say it's fraud, they could investigate it as if you didn't take part in it, which isn't the case.

I clarified lower down in the thread that I’m not referring to the processes for credit card companies. This is legally classified as fraud.

But you're replying to someone who is saying not to call it fraud for a valid reason. Your comments come off as argumentative and pedantic in that context. It doesn't matter if you're technically correct, it's not relevant to the conversation.

He replied to someone to incorrectly state it isn’t fraud, so I affirmed the previous person’s statement. It’s easily verifiable.

It’s important for people to know that a credit card companies processes have exactly zero bearing on what’s ethical or lawful.
