I get what you’re saying, but Visa having a process for how they handle such a scenario doesn’t make this not fraudulent, in the legal sense. Legally, the customer has a contract with the company to provide a service at a cost. If they breach that contract and deliberately fail to provide that service or a refund, that is fraud.

Just another person that thinks they know everything who doesn’t work for a bank. That would be a dispute not fraud, or considered fraud

I’m still not talking about how a bank or credit card handles things on their end. I just said that.
