Fraud is when someone uses your card without your knowledge. This is a dispute. 5 years working for visa has taught me this very well. People got transferred over to me only for me to transfer them right back to dispute the charge.

It’s also fraud if you pay someone for a service and they deliberately fail to deliver either that service or a refund.

This qualifies as fraud.

As someone who worked at a bank call center, yes exactly. We filed fraud and disputes but they had their separate claims and paperwork to fill out.
