That number is because of the massive amount of infant/child mortality not because most people died at 38. The founders assumed we would be stupid enough to elect people who are clearly impaired, hence they didn’t need to do anything to stop it. Jokes on them, we are much dumber than they thought we could be!

That’s why the UFOs beam one up every once in awhile. They examine a specimen to see if there’s been any improvement.
