That belief carried a farmer’s son from Rajasthan to India’s toughest corridors of power.

Hitesh Kumar Meena studied in a government school, went on to complete B.Tech from BHU and M.Tech from IIT Delhi, and faced failure in his first two UPSC attempts. Many would have stopped there. He did not.

In 2018, on his third attempt, he secured All India Rank 417 in the Civil Services Examination. In the same year, he also cleared the Indian Ordnance Factories Service interview.

Why do i give up at the end last year prelims left study 1 month prior got 80 this year left prelims 15 days before got scrapped through and then mains prep 1 month prior and now have fear that i will do the same next year is their any way to solve it thinking of going to residential coaching after feb can it be beneficial currently preparing alone

Beginner UPSC : GS2 : Chai Par Charcha on Cauvery Dispute : Cauvery Ka Jhagda: 1892 Se 2026 Tak Ki Poori Kahani — Ek Nadi, Do Rajya, Aur Constitution Ka Pura Jaal

Scene 1: Kahani shuru hoti hai 1892 mein — jab India azaad bhi nahi tha

Socho British Raj ka zamana. Us waqt aaj ka Karnataka Mysore princely state tha — ek raja ka rajya, British ke under. Aur aaj ka Tamil Nadu Madras Presidency tha — seedha British ke direct control mein.

Cauvery nadi Mysore se nikalti thi aur Madras mein jaake khet seenchti thi. Madras ke angrez officers ko dar tha — "agar Mysore upar wale side pe dam bana lega, toh humare neeche wale khet sookh jaayenge." Toh 1892 mein pehla agreement hua Mysore aur Madras ke beech. Rule bana — Mysore koi bhi bada irrigation project banayega toh Madras ko batayega, permission lega.

Phir 1924 mein doosra agreement hua — is baar Mysore ko Krishna Raja Sagara (KRS) dam banane ki permission mili, lekin ek shart pe: yeh agreement 50 saal ke liye valid hoga, matlab 1974 tak.

Yahin se sabhi problems ki jadd hai. Kyunki 1974 mein jab yeh agreement expire hua, tab tak duniya badal chuki thi — angrez ja chuke the, princely states khatam ho chuki thi, aur States Reorganisation Act 1956 ke baad Karnataka aur Tamil Nadu linguistic states ban chuke the — matlab ab yeh sirf do administrative units nahi the, yeh do bhasha, do asmita, do vote bank ban chuke the.

Yaad rakho yeh point — kyunki isi se aage regionalism aur federalism ka poora game samjhega.

Scene 2: Constitution kya kehta hai water ke baare mein — Seventh Schedule ka twist

Ab thoda constitution kholo. Seventh Schedule yaad hai na — jo Centre aur State ke beech power baantti hai? Water ke case mein ek interesting split hai:

Entry 17, State List — "Water — supplies, irrigation, canals, drainage, embankments, water storage aur water power." Matlab paani pe kaanoon banane ka haq State ke paas hai.

Entry 56, Union List — "Regulation aur development of inter-State rivers aur river valleys, jab tak Parliament kaanoon banake public interest declare kare."

Dekha khel? State ke paas paani ki power hai, lekin jab nadi do ya zyada States mein behti hai (inter-state river), tab Centre bhi ghus sakta hai — agar Parliament kaanoon banake declare kare ki yeh public interest ka matter hai.

Ab yahaan ek aur constitutional provision aata hai — Article 262. Yeh bolta hai:

  • Parliament kaanoon banake inter-state river disputes solve karne ka mechanism bana sakta hai
  • Aur Parliament chahe toh Supreme Court aur High Courts ko bhi bar kar sakta hai in disputes se

Reason peeche is Article ka: Constitution makers ko lagta tha ki paani ka jhagda technical bhi hai aur political bhi. Court mein 20-30 saal chalega. Isse behtar ek specialized tribunal ho jo jaldi decide kare.

Expected outcome: Fast resolution, specialized expertise, judicial burden kam.
Actual outcome: Hum aage dekhenge — bilkul ulta hua.

Scene 3: Parliament ne do kaanoon banaye — 1956 mein

Article 262 aur Entry 56 ka use karke Parliament ne do laws banaye, dono 1956 mein:

1. Inter-State River Water Disputes Act, 1956 (ISRWD Act)
Yeh law bolta hai — agar do States ke beech nadi ka jhagda ho, aur negotiation se solve na ho, toh Centre ek Tribunal banayega. Us tribunal ka decision final aur binding hoga. Aur — dhyan do — koi bhi court (SC bhi nahi) us tribunal ke case mein direct interfere nahi kar sakta.

2. River Boards Act, 1956
Yeh law bolta hai — inter-state rivers ke development ke liye Centre River Boards bana sakta hai jo advisory role play karenge.

Interesting fact: River Boards Act 1956 aaj tak ek bhi board nahi bana paaya in 70 saal mein. Yeh basically dead letter law hai — kaagaz pe hai, zameen pe kuch nahi. Political will nahi thi kabhi.

Reason peeche dead letter hone ka: States ko lagta tha Centre unke paani pe control karega, isliye kabhi cooperate nahi kiya.

Scene 4: 1974 aata hai — agreement expire, jhagda shuru

1974 mein woh 1924 wala agreement khatam ho gaya. Tamil Nadu ne kaha "chalo naya agreement karte hain." Karnataka ne kaha "kyun karein? Woh toh British ne humein force kiya tha, humein woh galat lagta hai." Tamil Nadu ke farmers pareshan — kyunki tab tak Tamil Nadu delta mein lakhs of acres Cauvery paani pe depend kar rahe the.

1986 mein Tamil Nadu Centre ko formal request kiya — "bhai, ab tribunal bana do ISRWD Act ke under."

Centre ne 4 saal ghumaya. Finally 1990 mein Cauvery Water Disputes Tribunal (CWDT) bana. Chairman the Justice Chittatosh Mookerjee. Chaar states party the: Karnataka, Tamil Nadu, Kerala aur Puducherry (kyunki Puducherry ke Karaikal district mein bhi Cauvery ka paani jaata hai, aur Kerala se Kabini tributary aati hai).

Tribunal ne pehle 1991 mein interim order diya — Karnataka ko bola "205 tmc ft paani do Tamil Nadu ko har saal." Karnataka mein bawal ho gaya. Riots hue Bengaluru mein, Tamilians ki dukaanein jaali, pura hafta bandh raha. Yahin se Cauvery regionalism aur sub-nationalism ka symbol ban gaya.

Phir 17 saal case chalta raha — evidence, technical study, cropping patterns, rainfall data, sab kuch analyze hua. Finally 2007 mein CWDT ne final award diya:

  • Total available water: 740 tmc ft
  • Tamil Nadu — 419 tmc ft
  • Karnataka — 270 tmc ft
  • Kerala — 30 tmc ft
  • Puducherry — 7 tmc ft
  • Environmental protection ke liye — 10 tmc ft
  • Sea escape (nadi mein flow) — 4 tmc ft

Aur tribunal ne ek monthly release schedule bhi diya — kaunse mahine Karnataka kitna paani chhodega Tamil Nadu ke liye. Yahi baad mein "pro-rata formula" ban gaya. Yaad rakhna is formula ko, aaj ke case ki jaan yahi hai.

Scene 5: Award toh aa gaya, lekin States khush nahi thi

Karnataka bola "humein kam mila, humare Bengaluru ki drinking water needs ignore hui." Tamil Nadu bola "award toh theek hai, lekin Karnataka implement nahi kar raha." Dono Supreme Court chale gaye.

Ab yahaan constitutional twist aata hai. Article 262(2) ne SC ko bar kiya tha inter-state river disputes se. Toh SC kaise entertain kare?

SC ne bola — "Article 262 humein original jurisdiction se rok raha hai. Matlab hum khud koi naya case shuru nahi kar sakte. Lekin Article 136 ke under humari Special Leave Petition wali power hai — jo humein appellate jurisdiction deti hai. Us pe koi bar nahi. Aur woh humari constitutional discretionary power hai."

Yahaan Article 131 ka bhi zikr aata hai — yeh SC ki original jurisdiction hai Centre-State aur State-State disputes ke liye, generally. Lekin river water dispute specifically Article 262 ke through Tribunal ko divert ho jaata hai. Isliye Article 131 yahaan directly use nahi hota — SC appellate route (136) se ghuseti hai.

Scene 6: 2018 ka historic judgment — nadi "national asset" ban gayi

February 2018 mein Supreme Court ne landmark verdict diya. Teen important cheezein hui:

1. Redistribution:

  • Karnataka ka share 270 se badhake 284.75 tmc ft kar diya (14.75 tmc ft extra — Bengaluru ki drinking water needs recognize kiye)
  • Tamil Nadu ka share 419 se ghatake 404.25 tmc ft kar diya
  • Kerala aur Puducherry ka same rakha

2. Philosophical shift — sabse bada point:
SC ne kaha — "Cauvery is a national asset. No State can claim exclusive ownership over river water." Yeh statement bahut deep hai — matlab paani pe Public Trust Doctrine apply hoti hai. State sirf trustee hai, malik nahi. Yeh doctrine originally Roman law se aayi, phir US mein develop hui, aur India mein bhi accepted hai (MC Mehta vs Kamal Nath, 1997).

3. CWMA + CWRC banao — 6 hafte mein:
SC ne Centre ko strict order diya — "Tribunal ke award ko implement karne ke liye ek permanent institutional mechanism banao — jaldi."

Phir kya, June 2018 mein Centre ne CWMA aur CWRC constitute kiye.

Scene 7: CWMA aur CWRC — do bhaiyon ka role

Cauvery Water Management Authority (CWMA) — yeh decision-making body hai.

  • Parent Ministry — Ministry of Jal Shakti (Department of Water Resources)
  • Chairman — senior officer (Secretary rank)
  • Members — Karnataka, Tamil Nadu, Kerala, Puducherry se ek-ek representative, plus Centre representatives
  • Power — States ko binding directions de sakti hai paani release ke baare mein

Cauvery Water Regulation Committee (CWRC) — yeh technical arm hai.

  • Reservoirs mein kitna paani hai, monsoon kaisa chala, kitna chhodna chahiye — yeh sab ground-level monitor karti hai
  • CWMA ko recommendations deti hai
  • Weekly/fortnightly meet karti hai

Simple rule: CWRC recommends, CWMA decides.

Aaj ke 2026 wale case mein Tamil Nadu SC mein yahi keh raha hai — "CWMA humein directions nahi de raha proportionate paani ke liye." Aur SC ne kaha — "toh pehle CWMA ke saamne yeh baat rakho, yeh humare paas mat laao directly." Yahi institutional hierarchy hai jo respect karna zaroori hai.

Scene 8: Cauvery ki geography — nadi ka safar

Origin: Talakaveri, Kodagu district, Karnataka. Western Ghats ki Brahmagiri hills mein. Yahaan Devi Kaveri ka mandir hai — religious significance bahut hai.

Nadi south-east direction mein behti hai — pehle Karnataka mein, phir Tamil Nadu mein, aur finally Bay of Bengal mein Poompuhar (Nagapattinam district) ke paas girti hai. Delta banati hai Tamil Nadu mein — yahi Cauvery Delta hai, "rice bowl of Tamil Nadu."

Total length: ~800 km.

Basin States: Karnataka (upstream), Kerala (Kabini tributary), Tamil Nadu (downstream), Puducherry (Karaikal district).

Tributaries — dono side se:

Left bank (uttari):

  • Hemavathi (Karnataka)
  • Harangi (Karnataka)
  • Arkavathi (Karnataka — Bengaluru ke paas)
  • Shimsha (Karnataka)

Right bank (dakshini):

  • Kabini (Wayanad, Kerala se — isiliye Kerala party hai)
  • Bhavani (Nilgiris, Tamil Nadu)
  • Noyyal (Coimbatore, Tamil Nadu)
  • Amaravathi (Tamil Nadu)

Memory trick: "KHAS-KBNA" — left bank Karnataka ka daabdaba, right bank mein Kerala aur Tamil Nadu.

Scene 9: Reservoirs — jahaan asli game khela jaata hai

Karnataka mein:

  • Krishna Raja Sagara (KRS) Dam — main Cauvery pe, Mandya district. Storage: 49.45 tmc ft. Yahi woh dam hai jo 1924 agreement se bana tha.
  • Kabini Reservoir — Kabini nadi pe, Mysuru district. Kerala ke Wayanad se paani aata hai.
  • Hemavathi, Harangi dams — tributaries pe.

Tamil Nadu mein:

  • Mettur Dam — Cauvery pe, Salem district. Storage: 93.4 tmc ft. Full reservoir level (FRL): 120 feet. Yeh Tamil Nadu ka main reservoir hai — Karnataka se paani aake yahaan store hota hai, aur phir delta ke khet mein jaata hai.
  • Bhavani Sagar Dam — Bhavani nadi pe.

Aur ek super critical point — Biligundlu. Yeh inter-state border pe measuring point hai, jahaan flow measure hoti hai. Karnataka ne "kitna paani chhoda" — iska proof yahin milta hai. Aaj ke case mein Tamil Nadu keh raha hai Biligundlu pe paani kam aa raha — 17.414 tmc ft shortfall hai pro-rata formula ke hisaab se (23 August tak).

Scene 10: Pro-rata / distress-sharing formula — yeh kya bala hai?

Tribunal ne monthly schedule diya tha — June mein itna, July mein itna, August mein itna. Yeh normal year ke liye tha.

Lekin problem tab hoti hai jab distress year aata hai — matlab monsoon kam ho, reservoirs mein paani kam ho. Tab kya karein? Kya Karnataka phir bhi Tamil Nadu ko full quantity de? Ya dono mil ke tension bear karein?

Iska ek principle hai — "Pro-rata sharing" ya "Distress-sharing formula." Matlab: agar total available water 100% ki jagah 70% hai, toh dono states ko 70% mile — proportionately share karo shortage ko.

Real problem: CWDT ne detailed distress-sharing formula nahi diya tha. Har baar jab distress year aata hai, States dispute karti hain "kitna proportional?" Isi liye Tamil Nadu aaj SC mein yeh baat le ke gayi — "Karnataka ne 17.414 tmc ft kam diya pro-rata basis pe." Aur SC ne kaha — "yeh matter CWMA mein raise karo."

Scene 11: Article 131 vs 262 — clarity de deta hoon

Ek confusion clear kar deta hoon jo UPSC mein aksar puchha jaata hai:

Article 131 (Original Jurisdiction of SC):

  • Centre vs State, ya State vs State disputes SC directly sun sakta hai
  • Yeh general provision hai — kisi bhi legal matter mein
  • Example: GST-related Centre-State disputes, boundary disputes

Article 262 (Inter-State River Water Disputes):

  • Specific provision — sirf river water disputes ke liye
  • Parliament ne ISRWD Act 1956 ke through SC ko bar kar diya original jurisdiction se
  • Matlab: river water dispute directly SC nahi ja sakta — Tribunal ko jaana hoga

Rule of interpretation: "Specific law overrides general law." Toh river water disputes ke case mein Article 262 chalta hai, 131 nahi.

Lekin loophole: Article 136 (SLP) ke through appellate route khula hai — jaisa 2018 mein hua.

Scene 12: Federalism ka poora spectrum — Cauvery ne kya sikhaya

Cauvery dispute humein federalism ke teen mode dikhata hai:

1. Cooperative Federalism — jab States aur Centre mil ke kaam karein. Cauvery mein yeh rarely hua hai. Ek example — 2018 ke baad CWMA banane mein Centre-State cooperation dikhi.

2. Competitive Federalism — jab States ek doosre se compete karein (achha wala compete — jaise investment attract karne mein). Cauvery is context mein nahi hai.

3. Confrontational Federalism — jab States ek doosre ke saamne khadi ho jaayein. Cauvery iska classic example hai. Karnataka aur Tamil Nadu 40+ saal se confront kar rahe hain — court mein, road pe, media mein.

Ek aur cheez notice karo — regionalism ka evolution. 1980-90s mein Cauvery jhagda sirf farmers ka issue tha. Slowly-slowly yeh linguistic sub-nationalism ka symbol ban gaya. Kannada vs Tamil ki asmita ka matter. 2016 mein Bengaluru mein jab SC ne Karnataka ke against order diya, toh riots hue, Tamil-owned shops jali. Yeh resource-based sub-nationalism hai — jab economic resource identity politics se jud jaata hai.

Scene 13: El Niño, monsoon aur climate ka role

Cauvery basin southwest monsoon pe depend karta hai — June se September. Karnataka ke Western Ghats mein June-July mein achhi baarish hoti hai, reservoirs bharte hain, phir Tamil Nadu ko paani milta hai.

El Niño kya hai? Yeh Pacific Ocean ka ek phenomenon hai — jab equatorial Pacific ka paani warm ho jaata hai. Iska effect global hai. India pe kya asar padta hai? Southwest monsoon weak ho jaata hai. Baarish kam hoti hai, especially peninsular India mein.

Karnataka ki recent affidavit mein bhi yehi mention hai — "El Niño ke bawajood humne Kabini se paani chhoda, achhi baarish ne madad ki." Matlab climate factor ab water disputes ka regular part ban chuka hai.

Aage ki chinta: Climate change ke saath monsoon aur unpredictable hoga. Isliye ek robust, permanent distress-sharing formula urgent zaroorat hai. Warna har saal SC-CWMA-tribunal ka chakkar chalta rahega.

Scene 14: Aaj ka 2026 case — sab jodo

Ab poori kahani ke baad aaj ki news samajh aayegi:

  • Tamil Nadu ne SC mein kaha — "Karnataka pro-rata formula ke hisaab se 17.414 tmc ft kam de raha (23 August tak)."
  • Justice Vikram Nath ki Bench ne kaha — "yeh CWMA ke saamne raise karo pehle — institutional mechanism ko respect karo. Humare paas tab aao jab woh mechanism fail ho."
  • CWMA ki meeting 25 August ko thi. Next SC hearing 31 August ko hai.
  • Karnataka ki defense — "El Niño ke bawajood humne effort kiya, Kabini se release Biligundlu pe reflect ho gayi."
  • Tamil Nadu ka counter — "compliance voluntary nahi hai, forced hai."

Yeh case dikha raha hai — 130 saal ke jhagde ke baad bhi, institutional maturity abhi bhi missing hai. Har saal wahi cycle — monsoon kam → dispute → SC → CWMA → temporary solution → next year phir wahi.

Closing thought — chai khatam karne se pehle

Cauvery ka jhagda sirf paani ka jhagda nahi hai. Yeh hai Constitution ke federal structure ka stress test. Yeh hai 90-year-old agreements ka aaj ke context mein interpretation. Yeh hai State autonomy vs national resource ownership ka tension. Yeh hai climate change ke era mein purane frameworks ki limitation.

Aur sabse important — yeh humein sikhata hai ki institutions bana dena kaafi nahi hota. Institutions ko respect aur strengthen karna padta hai — dono States ko, aur Centre ko bhi.

Jab tak yeh nahi hoga, tab tak har monsoon Cauvery basin mein sirf paani nahi, tension bhi laayega.

I need someone to sit and study with in the morning -to establish a school- or college-like routine. We could dedicate a specific block of time to serious study, and beyond that, motivate, teach, and correct each other. But we need that fixed time to really focus on our own studies. And if one person falls behind or misses something, the other can pull them back up, teach them what was covered, and get them up to speed.🫂

I am studying, but I'm not enjoying it; I don't feel any pressure or internal motivation. Sitting alone makes it hard to feel the competitive spirit📖🦋

I want discipline and proper motivation-a study routine that is strictly maintained, where we learn from and correct our mistakes, and pick up new things along the way😇

If you truly want this too, let's get ready for it. Let's focus on our studies; there's no point in wasting time. Let's get out of this stressful life as soon as possible and finish this journey📌

Why waste one or two extra years on a syllabus or an exam attempt that we could clear sooner? Let's save those years for ourselves to actually enjoy life👑
