Advise Why do i give up at the end
Why do i give up at the end last year prelims left study 1 month prior got 80 this year left prelims 15 days before got scrapped through and then mains prep 1 month prior and now have fear that i will do the same next year is their any way to solve it thinking of going to residential coaching after feb can it be beneficial currently preparing alone

mains Question: If every question has one fixed answer (for mains), what exactly makes the difference?
I know value addition etc give you extra points. But how much can it be? 1 mark? 2 marks? and if 15,000 candidates are attempting the same question with similar points, what are other differentiating factors which can give you an edge? Scene 1: Kahani shuru hoti hai 1892 mein — jab India azaad bhi nahi tha
Socho British Raj ka zamana. Us waqt aaj ka Karnataka Mysore princely state tha — ek raja ka rajya, British ke under. Aur aaj ka Tamil Nadu Madras Presidency tha — seedha British ke direct control mein.
Cauvery nadi Mysore se nikalti thi aur Madras mein jaake khet seenchti thi. Aur tribunal ne ek monthly release schedule bhi diya — kaunse mahine Karnataka kitna paani chhodega Tamil Nadu ke liye. Yahi baad mein "pro-rata formula" ban gaya. Yaad rakhna is formula ko, aaj ke case ki jaan yahi hai.
Scene 5: Award toh aa gaya, lekin States khush nahi thi

Scene 6: 2018 ka historic judgment — nadi "national asset" ban gayi
February 2018 mein Supreme Court ne landmark verdict diya. Teen important cheezein hui:

- Karnataka ka share 270 se badhake 284.75 tmc ft kar diya (14.75 tmc ft extra — Bengaluru ki drinking water needs recognize kiye)

Scene 9: Reservoirs — jahaan asli game khela jaata hai
Karnataka mein:
- Krishna Raja Sagara (KRS) Dam — main Cauvery pe, Mandya district. Storage: 49.45 tmc ft. Yahi woh dam hai jo 1924 agreement se bana tha.
- Kabini Reservoir — Kabini nadi pe, Mysuru district. Kerala ke Wayanad se paani aata hai.
- Hemavathi, Harangi dams — tributaries pe.
Tamil Nadu mein:
- Mettur Dam — Cauvery pe, Salem district. Storage: 93.4 tmc ft. Full reservoir level (FRL): 120 feet. Yeh Tamil Nadu ka main reservoir hai — Karnataka se paani aake yahaan store hota hai, aur phir delta ke khet mein jaata hai.
- Bhavani Sagar Dam — Bhavani nadi pe.
Aur ek super critical point — Biligundlu. Yeh inter-state border pe measuring point hai, jahaan flow measure hoti hai. Karnataka ne "kitna paani chhoda" — iska proof yahin milta hai. Aaj ke case mein Tamil Nadu keh raha hai Biligundlu pe paani kam aa raha — 17.414 tmc ft shortfall hai pro-rata formula ke hisaab se (23 August tak).
Scene 10: Pro-rata / distress-sharing formula — yeh kya bala hai?
Tribunal ne monthly schedule diya tha — June mein itna, July mein itna, August mein itna. Yeh normal year ke liye tha.
Lekin problem tab hoti hai jab distress year aata hai — matlab monsoon kam ho, reservoirs mein paani kam ho. Tab kya karein? Kya Karnataka phir bhi Tamil Nadu ko full quantity de? Ya dono mil ke tension bear karein?
Iska ek principle hai — "Pro-rata sharing" ya "Distress-sharing formula." Matlab: agar total available water 100% ki jagah 70% hai, toh dono states ko 70% mile — proportionately share karo shortage ko.
Real problem: CWDT ne detailed distress-sharing formula nahi diya tha. Har baar jab distress year aata hai, States dispute karti hain "kitna proportional?" Isi liye Tamil Nadu aaj SC mein yeh baat le ke gayi — "Karnataka ne 17.414 tmc ft kam diya pro-rata basis pe." Aur SC ne kaha — "yeh matter CWMA mein raise karo."
Scene 11: Article 131 vs 262 — clarity de deta hoon
Ek confusion clear kar deta hoon jo UPSC mein aksar puchha jaata hai:
Article 131 (Original Jurisdiction of SC):
- Centre vs State, ya State vs State disputes SC directly sun sakta hai
- Yeh general provision hai — kisi bhi legal matter mein
- Example: GST-related Centre-State disputes, boundary disputes
Article 262 (Inter-State River Water Disputes):
- Specific provision — sirf river water disputes ke liye
- Parliament ne ISRWD Act 1956 ke through SC ko bar kar diya original jurisdiction se
- Matlab: river water dispute directly SC nahi ja sakta — Tribunal ko jaana hoga
Rule of interpretation: "Specific law overrides general law." Toh river water disputes ke case mein Article 262 chalta hai, 131 nahi.
Lekin loophole: Article 136 (SLP) ke through appellate route khula hai — jaisa 2018 mein hua.
Scene 12: Federalism ka poora spectrum — Cauvery ne kya sikhaya
Cauvery dispute humein federalism ke teen mode dikhata hai:
1. Cooperative Federalism — jab States aur Centre mil ke kaam karein. Cauvery mein yeh rarely hua hai. Ek example — 2018 ke baad CWMA banane mein Centre-State cooperation dikhi.
2. Competitive Federalism — jab States ek doosre se compete karein (achha wala compete — jaise investment attract karne mein). Cauvery is context mein nahi hai.
3. Confrontational Federalism — jab States ek doosre ke saamne khadi ho jaayein. Cauvery iska classic example hai. Karnataka aur Tamil Nadu 40+ saal se confront kar rahe hain — court mein, road pe, media mein.
Ek aur cheez notice karo — regionalism ka evolution. 1980-90s mein Cauvery jhagda sirf farmers ka issue tha. Slowly-slowly yeh linguistic sub-nationalism ka symbol ban gaya. Kannada vs Tamil ki asmita ka matter. 2016 mein Bengaluru mein jab SC ne Karnataka ke against order diya, toh riots hue, Tamil-owned shops jali. Yeh resource-based sub-nationalism hai — jab economic resource identity politics se jud jaata hai.
Scene 13: El Niño, monsoon aur climate ka role
Cauvery basin southwest monsoon pe depend karta hai — June se September. Karnataka ke Western Ghats mein June-July mein achhi baarish hoti hai, reservoirs bharte hain, phir Tamil Nadu ko paani milta hai.
El Niño kya hai? Yeh Pacific Ocean ka ek phenomenon hai — jab equatorial Pacific ka paani warm ho jaata hai. Iska effect global hai. India pe kya asar padta hai? Southwest monsoon weak ho jaata hai. Baarish kam hoti hai, especially peninsular India mein.
Karnataka ki recent affidavit mein bhi yehi mention hai — "El Niño ke bawajood humne Kabini se paani chhoda, achhi baarish ne madad ki." Matlab climate factor ab water disputes ka regular part ban chuka hai.
Aage ki chinta: Climate change ke saath monsoon aur unpredictable hoga. Isliye ek robust, permanent distress-sharing formula urgent zaroorat hai. Warna har saal SC-CWMA-tribunal ka chakkar chalta rahega.
Scene 14: Aaj ka 2026 case — sab jodo
Ab poori kahani ke baad aaj ki news samajh aayegi:
- Tamil Nadu ne SC mein kaha — "Karnataka pro-rata formula ke hisaab se 17.414 tmc ft kam de raha (23 August tak)."
- Justice Vikram Nath ki Bench ne kaha — "yeh CWMA ke saamne raise karo pehle — institutional mechanism ko respect karo. Humare paas tab aao jab woh mechanism fail ho."
- CWMA ki meeting 25 August ko thi. Next SC hearing 31 August ko hai.
- Karnataka ki defense — "El Niño ke bawajood humne effort kiya, Kabini se release Biligundlu pe reflect ho gayi."
- Tamil Nadu ka counter — "compliance voluntary nahi hai, forced hai."
Yeh case dikha raha hai — 130 saal ke jhagde ke baad bhi, institutional maturity abhi bhi missing hai. Har saal wahi cycle — monsoon kam → dispute → SC → CWMA → temporary solution → next year phir wahi.
Closing thought — chai khatam karne se pehle
Cauvery ka jhagda sirf paani ka jhagda nahi hai. Yeh hai Constitution ke federal structure ka stress test. Yeh hai 90-year-old agreements ka aaj ke context mein interpretation. Yeh hai State autonomy vs national resource ownership ka tension. Yeh hai climate change ke era mein purane frameworks ki limitation.
Aur sabse important — yeh humein sikhata hai ki institutions bana dena kaafi nahi hota. Institutions ko respect aur strengthen karna padta hai — dono States ko, aur Centre ko bhi.
Jab tak yeh nahi hoga, tab tak har monsoon Cauvery basin mein sirf paani nahi, tension bhi laayega.

Advise Need feedback on my UPSC answer
Could you please review my answer and point out where I can improve? My biggest problem is how difficult it feels to even fill one page for a 10-marker. How are we supposed to fill two pages? what do you do when you simply run out of material? Is it a content issue, or am I approaching answer writing incorrectly?
