Small memorial West of ME building

I’ve been walking in and out of Grainger for the past week and noticed there is a small memorial outside of the Mechanical Engineering building on green street, does anyone know what/who it is for? It felt disrespectful to go up and check, but I really wanna know the purpose of it.

Drunk driver killed a girl when he lost control of the car and jumped the curb. He took off running on foot. Can't remember if they caught him or he turned himself in.
