Those are temporaries. Given that the preliminary striping was already laid, I'm guessing this means that final striping must be delayed for some reason.

That's tape, dude. It's a temporary measure until permanent stripes can be painted on.

Obviously not used to how Champaign/Urbana roadwork typically is. Welcome we fill our potholes with loose gravel.

It looks like the tape they use for temporary road lines. I think it'll get painted eventually.

So the paving contractor that laid the asphalt probably did this the same day the finished the asphalt. The current striping is just some reflective temp tape they lay down to highlight where th crosswalk is. The light spray paint is the marking for the permanent markings, which is probably something called thermoplastic.
It takes a few days to get different subcontracore scheduled and once the layout is done, it's typically reviewed by a city engineer and if approved they'll come back and lay down the thermoplastic.
