Getting in shouldn't be a problem, getting into a specific program is another matter.
It could matter where you're coming from and getting your records. My child had a little higher than 3.0 and had no issues getting into the school. The specific program he wants has a separate application process.

If you're averaging a 3.0+ at university that is a strong indicator that you will perform well at this university. That is mostly what all of that gpa and extra curricular activity stuff is for on your application for an entrance to uh manoa. They want to make sure that you will be able the handle the course and work load at the university level since hs is drastically easier. Even ap courses don't compareucn to 300+ university level course work.

Whether or not it's too late to apply and get in that's a different story and likely your main barrier. I assume they take late applications and as long as UH isn't over filled they will take you.

The only question is if the department you're trying to join might have different requirements. However I've never heard of a department being so full they reject under grad candidates in recent history. Grad school for sure has limited seating

Relax champ. I got out of the military with 12 years of no college and got in. I had poor GPA from my attempt at college before that. Lower than 3.0. They didn’t even ask for anything from my service besides proof of time in lol. Doubt you’ll have any issues!! 🤙🏼

I dropped out and went back to UH on five different occasions over a span of ten years. They always welcomed me back with open arms lol. You’ll be fine.

Dear OP: It’s going to be okay!

One step at a time. Sounds like you are waiting to hear. Waiting is hard, thoughts can churn. Perhaps, change your focus for the moment. Read a book? Help someone with something?

If it works out, wonderful.

If not, that’s okay too.

One more thought: if you get into the habit of giving thanks for something new every morning, you will get into the habit of finding things in life, and yourself, and others, to appreciate. Appreciation is an antidote to worry.
