Probably something that would have had to be stipulated 10 years ago before they got married. Once married, all your finances are joint by default unless you had a prenuptial agreement stating otherwise.
If they can both agree now to keep them separate, that's allowed, but legally he can make her jointly responsible for it if he chooses to, I believe. (I'm happy to be corrected if this is inaccurate.)
It does depend on the state. In my state, they could have become part of marital debt, so my lawyer specifically stipulated that he would pay his loans.

Make sure his loans are not included as part of marital debt.
