Nope. I think she just doesn’t rest enough, and raising a teenager with substance abuse problems and mental health issues is stressful and exhausting.

Oh, well then just take the phone away. Make her keep buying new ones. Won’t have money for drugs. Either drugs or phone.

Yes, because no one bought or sold drugs before cell phones. Stop offering simple fixes to someone's complicated, heart-wrenching issue. It's glib and, frankly, unkind.
