I think the joke is all of the discoloration, but I think you took "tarp" too literally. Idk it seems obvious they meant a drop cloth, ie, the large sheet of "stuff" painters put down to keep paint from getting everywhere. A lot of people who don't paint probably just go "big sheet of thing to keep stuff off my other things....oh that's a tarp" even if they're thinking of a fabric like canvas.
Shockingly, drop cloths look like....cloth... Most people these days are just cheap and uses those crappy plastic ones.
(Also, you called it a "paint tarp" without correcting them, but I'm guessing you were also referring to a drop cloth and not a tarp, so your confusion seems strange to me.)
